Postmaster (copy enclosed) explains in part, "On April 15, 1925, the third class rate was raised to 1½¢…supply of ½¢ stamps did not arrive until a day or so later…to obtain proper revenue…without overcharging…bisected stamps was resorted to by this office…not authorized, nor sanctioned, by the P.O. Dept. in Washington…discontinued the moment the supply of ½¢ stamps was received".
