100 of the 1¢, 2¢, 5¢ and 200 of the other values were specially overprinted in 1899 for the Third Assistant Postmaster General. Two singles and two blocks of four were selected for display at the 1900 Paris Universal Exposition. Most of the remaining copies were used for specimen stamps but a few reached the public by favor.
